During an actual emergency, cellular and landline phone networks will be overloaded, and so we will rely on other means of communications, primarily Ham radios.

The ultimate goal is for City workers and first responders to receive information about active emergencies. Community members may collect information and Ham radios operators will relay the information via a predetermined radio net, which is what we will be practicing in our drill.

There are many church congregations in Springville that have organized and created ways to account for people in their neighborhoods. If you would like to participate or if you would like to create an additional community network, please contact Springville Emergency Management at 801-491-2726.

During an actual emergency, the city needs the following types of information:

Injuries or urgent medical needs

Downed power lines or gas leaks

Blocked or damaged roads

Traffic signals not operating

Structure fires

Other emergencies

How to Participate

Check In by Amateur (Ham) Radio
From 6:45-7:45 PM, a city-sponsored Ham Radio net will be open.
Frequency:
145.750 MHz (simplex)
During this drill, participants are asked to report household accountability only, such as:
• How many households have checked in/total number of households
• The general area or neighborhood being reported
This information will be used to calculate participation rates across the city.

In-Person Check-In (Optional)
Emergency Management staff will be available at:
Springville Fire Station
75 W Center Street
Springville, UT 84663
Runners or volunteers may check in and report household counts in person during the drill hour.
Treats will be available at the Fire Station for those who stop by to participate.

Yard Sign Program

Springville City will provide optional yard signs to help advertise the drill and encourage participation. Signs will be available beginning April 2 and can be checked out at the Springville Police Department- Records Office (main floor 110 S. Main Street). Please return signs to the police department by April 30.

Yard Sign Rules:

Signs must be placed on private property only.

Signs may NOT be placed in park strips (the grassy area between the sidewalk and the street).

Signs should be visible from the street but located fully on your own lawn or driveway area.

These signs are for public awareness and promotion of the drill, not for accounting for households.

Who Can Participate?

Anyone in the city may participate.

This drill is open to:

Licensed Amateur Radio operators

Neighborhood runners or volunteers

Residents

Anyone interested in helping the city prepare for emergencies in Springville

Why This Matters

In a real disaster, knowing which households have checked in helps emergency responders:

Identify areas that may need assistance

Prioritize resources

Improve response and recovery efforts

This drill allows Springville City to practice that process in a safe and organized way.

Springville Fire & Rescue Emergency Preparedness Emergency Drill Drill Instructions Drill Instructions Springville City Communications Drill In conjunction with the Great Utah ShakeOut Thursday, April 16, 2026 | 6:45–8:00 PM Springville City is conducting an emergency communications drill with Ham radio operators in Springville.
